Driving in Cuenca: Ecuadorian license vs a US one.
Tourists typically drive on a valid home-country license for the length of an authorized stay. Residents should obtain an Ecuadorian license from the Agencia Nacional de Tránsito (ANT). ANT publishes a first-time non-professional license (Tipo A or B) and a canje — exchange — of a foreign license. Which path applies to a US license, and every current fee, must be confirmed at ANT. Do not assume a US license swaps automatically.
In Cuenca, local traffic enforcement and vehicle trámite also involve EMOV EP (the municipal mobility company). Licensing itself is national: ANT.
What ANT actually publishes
Two official gob.ec trámites matter most for newcomers:
- First-time non-professional Tipo A or B — driving school title, learner permit, psicosensométrico exam, cédula (foreigners are excepted from the voting slip), Cruz Roja blood-type certificate, payment, then a 20-question theory test at ANT.
- Canje of a foreign license — original foreign license, identity document, Cruz Roja blood-type certificate, a certificate of the foreign license (embassy or home traffic authority; apostille/translation rules are on the trámite), payment, and a movimiento migratorio certificate. The page notes the holder must be able to read and write Spanish.
Whether your specific US state license qualifies for canje, and whether you still need escuela de conducción, is not something this site will guess. Confirm at ant.gob.ec and the gob.ec canje page before you pay a school or a gestor.
High-level path (confirm each step at ANT)
- Decide, with ANT — not a Facebook comment — whether you are doing primera vez or canje.
- Get a blood-type certificate from Cruz Roja Ecuatoriana. ANT lists that issuer specifically. Confirm location, hours, and price at Cruz Roja — we will not invent a Cuenca fee.
- If ANT requires escuela de conducción: use an ANT-authorized school. Ask ANT for the current list. Psicosensométrico exams listed on gob.ec are valid 60 days for the first-time trámite.
- Generate the orden de pago on ANT’s site, pay at authorized points, then book a turno.
- Attend ANT with originals. First-time applicants sit a 20-question theory exam as listed on gob.ec.
Fees listed on gob.ec (confirm before you pay; the pages cite ANT tariff resolutions and can lag): first-time Tipo A/B $68 USD + bank commission; canje $142 USD + bank commission. Can I keep driving on my US license after I get residency?
Do not plan on it. ANT is the licensing authority for residents. The exact grace window is enforced locally and changes in practice — confirm with ANT / EMOV, not with us.
Does the United States have a reciprocity canje with Ecuador?
Third-party blogs disagree with each other. The official canje trámite exists for foreign licenses in general. Confirm whether yours qualifies at ANT before you apostille anything.
Is the theory test in English?
The first-time gob.ec page describes a 20-question theoretical evaluation and does not offer an English version. The canje page says the holder must read and write Spanish. Confirm at ANT.
What about a car I import or buy?
