Who writes this
Resident-run. Independent. Not the city.
cuencaecuador.org is an English site for people retiring to Cuenca — singles and couples — with a thin tourism door on the side. It is run by a US-born Ecuadorian citizen and his cuencana wife, who is from here and well connected in this city.
We are not the Municipio de Cuenca, not the Fundación Municipal Turismo, and not a relocation mill. Official visitor marketing already lives at visitcuenca.com.ec and cuencaecuador.com.ec. This site exists because living here — cédula, a barrio, a church, pickleball, health at 2,550 m — is a different job than a weekend itinerary.
English is the language of the site. Spanish office names stay in Spanish: Registro Civil, ANT, IESS, MSP. When a fee or a step is not something we can verify on an official page, we will say so and point at the real URL instead of inventing a number.
